Introduction to the job The Competence Engineer is the functional owner of a facility / utility system, hence responsible for the performance and requirements of (critical) assets. The Competence Engineer Water, Liquid & Chemical systems is the functional responsible for all water supply (supply, storage, purification/treatment, use and disposal), chemical delivery and collections systems. Role and responsibilities As competence engineer, generation and maintain the regional portion of engineering and design guideline documents for applicable asset (systems) and ensure applicability of the EDG’s regionally. Define requirements that are relevant for compliance with regulations, policies and guidelines in the market, as well as the applicable guidelines or policies within ASML or set by CRE (i.t. sustainability, performance, maintainability, business continuity, etc.) As functional owner responsible for the performance requirements of (critical) assets in particular field. This responsibility entails the performance of assets (i.e. reliability and availability [uptime]), managing the risks related to asset, effective set-up of assets ) or systems) and an effective cost strategy, resulting in an optimal balance between costs, risk and performance, hence ensuring safety and business continuity. Ensure appropriate supply capacities for assets or asset groups/systems to meet the demands of the business (in close cooperation with Competence & Quality Manager and the Busines Partners (Regional Facility Manager)). To do so, collect, interpret and analyze external and internal information and assess the relevant of those for ASML. Support the consumption-reduction and sustainability masterplan. Participate in the Technical Response Team (TRT) as second line back-bone Continuously optimize the usage of the applicable assets and systems enhancing the life cycle, the performance, sustainability, safety, system availability and costs. Drive innovation and develop solutions, setting and asset configuration together with other experts in the team and/or with experts from supplier companies. Conduct and derive analyses based on performance reporting in order to make improvements. Develop the (long term) capabilities plan that serve as the function for the masterplan and give input/conduct feasibility studies that support the (industrial) master planning process. Collaborate with business lines regarding the use, re-use and design concepts for utilities, building services and manufacturing environments. Act as second line support in case of incidents and issue in functionality or performance of facility / utility systems. Responsible to manage compliance from insurance perspective and managing the accompanying evidence/documentation. Issue advice and/or conduct (feasibility) studies at request or at own initiative to management to optimize performance and capabilities of assets, supported with analysis, calculations or expert advice. Identify and propose projects to upgrade or improve certain aspects of installations or assets in order to meet requirements from the business, changing performance (i.e. sustainability), regulations or changing policies and deliver input for budget. Validate/review (concept) designs, PIDs, FMEAs, HAZAOPs, Program of Requirements, test plans, test results for projects and participate in projects by designing user and technical requirements and acceptance criteria. Validate and/or conduct revies in commissioning of projects and validate and concur with stage gate approvals. Manage and delegate work to engineering consultancy companies and provide them with the correct requirements, statement of work and briefing to execute work. Participate in the pre-qualifying processes to select third part architect and engineering firms Validate and audit performance of suppliers. Manage a complex field of stakeholders and in particular manage various interests, and be able to explain and deliberate the necessity of the guidelines set by you as the leading competence engineer in the region. Decide about/approve designs and solutions related to the applicable assets and with impact on business continuity, performance and costs. Decide about/approve upon safety situations and business continuity impact as functional owner and act with mandate to either change or interfere when risks are identified. Decide upon guidelines and standards that are leading for managing and maintaining the particular assets contributing to the optimal performance for ASML at the industrial sites in the region. Decide upon the required (future) capacity and capabilities of facilities and utilities and plan changes and innovations in order to meet business demand. Role and responsibilities As Business Planner, you set the stable & reliable plan for materials supplied by external parties and internal factories, enabling our supply chain to deliver, while balancing availability and inventory in line with business objectives. You are the orchestrator of the ASML supply chain, ensuring material availability for our factories and our customers. You understand and clarify demand dynamics towards your supplying parties, supporting your counterparts to meet the ASML growth path. Further, you are responsible for: Securing material availability to secure system output and service events at our customers: Providing a stable and reliable plan to our suppliers and module factories Creating Demand & Supply (D&S) overviews for materials (0-24 month horizon) Driving D&S gap closure actions and monitoring plan execution on a weekly basis Driving decision-making on investment scenarios for capacity increases (1-3 year horizon) Managing inventory levels to reduce the risk of excess & obsolescence (E&O): Taking decision on buffer strategies Making inventory projections and E&O risk assessments Actively resolving inefficient and over planned inventory risks Deploying planning signals by Optimizing planning parameters Deciding on and implementing best planning policy (eg manual planning versus MRP) Improving planning policies and methodologies (eg new demand leveling method) Driving continuous improvement Collaborating closely with demand planning departments, supplier-facing departments, product lifecycle management and production planning to reach agreement on the supply plan and D&S gap closure action. Education Relevant Master or advanced degree (e.g., Supply Chain Management, Industrial Engineering or Business Administration). Planning & Delivery (P&D) Introduction Planning & Delivery (P&D) supports ASML’s growth trajectory, resolving challenges caused by strong growth in volume and complexity in our systems. Within ASML, Planning & Delivery is an unbiased party, balancing demand and requests from customers against a stretched, however realistic view on our capability while also facilitating all good flows in a compliant and cost-effective way. This is done transparently and in close collaboration with all internal P&D interfaces, incl. all ASML factories worldwide. Planning & Delivery (P&D) is a global sector consisting of four competences: 1) Strategy & Improvement, 2) Strategic Capacity Preparation, 3) Integral Demand & Supply and 4) Delivery. Within the team of Planning & Delivery we have the position Head of Planning & Delivery Taiwan. In this role we combine Planning and Delivery activities for both Linkou and Tainan operations in Taiwan. Over the past many years, Linkou Factory has grown tremendously and has become pivotal in realizing ASML’s factory output, fulfill customer demand and drive field operations. Therefore, P&D wants to establish a local Planning & Delivery head to represent Linkou and Tainan operations in their global blueprint. This will allow ASML to benefit from local P&D presence, while leveraging global P&D competence. The Head of Planning & Delivery Taiwan will report in to the Global Head of Delivery in Veldhoven (Netherlands). Purpose of the Job The purpose of this job is to secure Material Availability for global semi-conductor customers and our integration factory while ensuring that goods within the network can be physically moved and stored in a compliant, timely and cost effective manner; meeting our customer needs and agreed upon performance targets. You will have a dual role, managing and overseeing both planning and delivery processes for Taiwan (Linkou factory and Tainan factory). You will lead a team of ~30 FTEs split into planning and delivery teams. In your planning role, you will be responsible to manage the 0 – 3 year planning horizon for all End-Items, Make & Buy parts, resolving demand & supply gaps, excess inventory, capacity balancing and overall plan reliability. In your delivery role, you will be managing & overseeing the global logistics network of Taiwan Factories, incl. warehousing, 3PL management, reverse logistics, pool management, service operations and cost control. Locally, you will be a key representative of P&D in Taiwan towards the Strategic Sourcing & Procurement community; and the Manufacturing community. Globally, you will be the spokesperson and interface for Linkou and Taiwan Factories for P&D Veldhoven; and vice versa you will be the driving force to deploy and maintain global standards, locally.
